12.3 Authority Needed for All Expenditures

Every employee must obtain the authority or approval of the Vice President of Operations prior to making any purchase or expenditures. No employee can enter into any agreement, including agreement for procurement or for lease of goods and services. Individuals who make purchases or enter into commitments or agreements without the requisite authority may be personally liable for the obligations assumed under such agreements. Employees who make unauthorized purchases or who enter into unauthorized agreements may also be subject to disciplinary action, up to and including dismissal.
